Airport Development Fee

On Saturday 29 October 2005 Newquay Cornwall Airport introduced a £5 Airport Development Fee for all departing passengers.

Newquay Cornwall Airport is one of the fastest growing regional airports in the UK. It boasts regular low cost flights to some of the country's major international airports and overseas destinations. To meet the increasing demand for flights to and from the region, Newquay Cornwall Airport must develop services, facilities and infrastructure to meet its customer's needs. To meet these rising costs and to secure the future of the airport it has been necessary to introduce an airport development fee.

Newquay Airport - ADF FAQ's

Q. What is the ADF?

A. ADF stands for Airport Development Fee. All departing passengers will be required to pay the fee except for children under the age of 16 (proof of age may be required).

Q. Where does the money go?

A. The revenue collected will be used to support the long term future of Newquay Cornwall Airport. Some of the money will go to repaying the borrowing cost of this capital. Further money will be used for long term development costs. Read more about where the ADF money has been spent.

Q. What sort of projects will the money go towards?

A. Further changes are underway to the existing terminal which will increase the capacity of the terminal to be able to cater for 700,000 passenger per annum. The first phase of this work has been completed which has seen an internal reconfiguration of the building to maximise operational efficiency with an expanded security cone, larger check-in area, new entrance to the Terminal, better catering facilities including decking area with sea views and additional car parking. Further work is now under way which will include an extension to the terminal building providing for a relocated Arrivals Hall, expansion of the departure lounge, a business lounge, creation of a new departure gate, new airside retail facility, covered walkway across the roadside face of building and a comprehensive landscaping scheme.

At the same time Cornwall County Council is completing studies which will determine the best way forward for the airport. This includes economic appraisal; business planning; and Masterplan preparation with a view to secure future planning consent and private sector investment.

Q. How much is the ADF?

A. The ADF was set at £5 in 2005.

Q. Why do I have to pay the ADF?

A. Passenger numbers increased from 75,000 in 2001 to over 400,000 in 2007, the mid-level forecasts for the Airport predict that, by 2030, the annual number of passengers will have grown to over one million; therefore it is essential that investment is made in both the infrastructure and the service provided. The ADF will contribute to that future investment.

Q. Why don't you get the National and Local Government to fund the Airport?

A. Cornwall County Council is already funding the current deficit of the Airport. EU Objective One and DfT contributions have been received for the terminal extension and will be sought for any future developments. Work is now underway to secure Convergence funding for the Airport and its related projects.

Q. How do I pay the ADF?

Image depicting Development FeeA. There are two payment machines located within the Check-In area at the Airport. These machines will take cash and credit card payments and will dispense a bar-coded ticket which will allow you pass through Security Screening. The ADF is only payable at the designated machines within the terminal building – it cannot be paid anywhere else.

Q. Why is the ADF not included in my ticket price?

A. Newquay Cornwall Airport has decided to collect the fee in an open and transparent manner, and all airlines using the airport are fully aware of its existence as a charge payable locally in addition to the flight ticket cost and associated taxes / charges.

Q. What happens if I do not pay the ADF?

A. The Airport reserves the right to refuse to handle any passengers. All departing passengers must pay the fee and be in possession of a valid ADF ticket to utilise the boarding facilities at the airport.

Q. How do I make a complaint about the ADF?

A. All complaints can be made through the Airport Management.

Q. Is the ADF unique to Newquay Airport?

A. No, both Kerry and Knock Airports in the Republic of Ireland have introduced a Development Fee. Newquay Cornwall Airport was the first Airport in the UK to introduce this fee, followed by Norwich Airport in 2007. Similar UK regional Airports are also introducing Development Fees.

Q. Will this turn away passengers?

A. Following consultations, we believe that the majority of the Airport's users are happy to contribute to supporting the Airport's long term future.

Q. What happens if my flight is cancelled?

A. Arrangements will be made for refunds of the ADF in the event of a flight being cancelled. If the tickets have been purchased using cash the refund will be in the form of a sterling cheque and if purchased using a credit/debit card the refund will be made to the original card account used. We therefore recommend that any passengers who reside abroad purchase their ADF tickets by credit/debit card to avoid additional bank charges for converting a sterling cheque to the local currency. Unused tickets remain valid for a period of 1 year from the date of purchase.
